What gives the Wind River TERO office its authority?

The Shoshone and Arapaho Tribal Employment Rights Code, also know as Title X is the law of the land on the Wind River Indian Reservation. You can read it here. Through Tribal sovereignty, established by treaties with the United States, the Shoshone and Arapaho Tribes have inherent authority to govern themselves within the borders of their reservation.
